


The Light Rail Transit Authority (LRTA) successfully conducted a three-day Training on Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA), and its Implementing Rules and Regulations (IRR) on May 5–7, 2026, equivalent to eighteen (18) training hours.
The activity was attended by 118 participants composed of the Head of the Procuring Entity (HOPE), members of the Bids and Awards Committee (BAC), BAC Technical Working Group (TWG), BAC Secretariat, Integrators, End-user Representatives, and other concerned officers and personnel of LRTA.
The training was facilitated by Atty. Zenaida B. Bautista and Ms. Armi Cecilia L. Dela Cruz, recognized trainers from the Government Procurement Policy Board – Technical Support Office (GPPB-TSO). The resource speakers provided comprehensive discussions and practical guidance on the salient provisions of RA No. 12009 and its IRR to enhance the participants’ understanding and capability in the conduct of government procurement processes.
Among the topics discussed were the Key Provisions of RA No. 12009, Strategic Procurement Planning, Modes of Procurement, Contract Implementation and Sanction Mechanism, and Protest Mechanism. The discussions highlighted the principles of transparency, accountability, efficiency, and competitiveness in government procurement, as well as the proper application of procurement rules and procedures.
The training served as an important venue for strengthening the competency and preparedness of LRTA personnel in the implementation of the New Government Procurement Act and in ensuring compliance with applicable procurement laws, rules, and regulations.
