The Light Rail Transit Authority (LRTA) continues to strengthen its emergency preparedness efforts by equipping personnel with the knowledge and communication protocols needed to respond quickly and effectively during incidents that may disrupt railway operations. Clear and timely communication is critical in ensuring that emergency response efforts remain coordinated and essential services continue with minimal disruption.
To reinforce this capability, the Ticket Management and Sales Collection Division (TMSCD) conducted a Public Service Continuity Plan (PSCP) Communication Drill – Tabletop Exercise On June 29, 2026 at the PRTC Room, Recto Station. The activity brought together division officers and personnel to review emergency communication procedures and prepare for the full communication simulation drill scheduled later this year.
Participants reviewed response protocols for various emergency scenarios that may affect railway operations, including fire incidents, flooding, earthquakes, typhoons and other severe weather conditions, power outages, communication system failures, and security threats. The exercise also reinforced the proper communication chain and the use of alternative communication channels to ensure continuous coordination when primary systems become unavailable.
Atty. Nelson R. Gopengco, Officer-in-Charge of TMSCD, emphasized that the Public Service Continuity Plan is not limited to preparations for large-scale disasters such as the “Big One,” but covers any emergency or disruptive incident that may affect train operations, station activities, personnel, or passengers.
He likewise underscored that strengthening communication and preparedness helps minimize operational risks, support faster emergency response, and ensure the continuity of essential public services. Coordination with local government units and emergency responders also remains an important component of the agency’s preparedness initiatives.
Through continuous capability-building activities such as the PSCP Communication Drill, the LRTA remains committed to enhancing organizational resilience and ensuring that its personnel are always ready to respond effectively while maintaining safe, dependable, and uninterrupted railway service for the commuting public.
