The Light Rail Transit Authority (LRTA) strengthened its organizational readiness and disaster resilience through the Public Service Continuity Planning (PSCP) Training Course held from October 6 to 10, 2025, at the Social Hall, Line 2 Depot, Santolan, Pasig City. Participated in by 35 personnel composed of managers and technical officers from various divisions and departments, the five-day course aimed to equip participants with the knowledge and skills to craft LRTA’s own Public Service Continuity Plan, ensuring that essential public services can continue even during emergencies or major disruptions.

The PSCP, a government-specific version of a business continuity plan, provides agencies with strategies to maintain critical functions amid disasters. It involves identifying essential services, defining leadership succession, outlining recovery requirements, and establishing communication and coordination mechanisms necessary for the swift restoration of operations.

The training featured discussions and facilitation from experts including Mr. Christian John V. Evangelista, Chief of the Research and Planning Division of the Manila City DRRMO; 1LT Armstrong C. De Castro, PAF of the Civil-Military Operations Group, Philippine Air Force; Mr. Rayden M. Cabrigas of the Philippine Coast Guard; and Dr. Mark Emil C. Aguinaldo, a disaster risk reduction and management (DRRM) practitioner, under the guidance of DRRM Consultant Ms. Edna I. Conda.

Through interactive modules, participants learned to assess internal capacities, identify recovery priorities, and design strategies that minimize operational disruption. The course also emphasized clear delineation of employee roles and succession protocols to ensure continuity of leadership and decision-making during crises.

LRTA Administrator Hernando T. Cabrera expressed gratitude to the resource persons for equipping LRTA with the tools to develop its own PSCP. He also commended the participants for their dedication to public service, saying, “Your commitment to designing our continuity plan ensures that LRTA can immediately resume operations and continue serving the riding public even in the face of disasters.”

The training forms part of LRTA’s ongoing efforts to strengthen institutional resilience and ensure continuous delivery of rail transportation services during emergency situations.
