The Light Rail Transit Authority (LRTA) has marked a significant achievement in its pursuit of transparency, accountability, and good governance. Guided by the Whistleblowing and Integrity Program Policy (Doc. Code: 2026.PO.OOA.003), adopted pursuant to Governance Commission for GOCCs (GCG) Memorandum Circular No. 2025-01, LRTA has institutionalized a secure and effective mechanism for reporting acts that may erode organizational integrity.
This program empowers whistleblowers to report illegal or unethical acts, violations of governance principles, or practices disadvantageous to LRTA, the State, or the public. It also ensures that reports are handled with confidentiality, fairness, and protection against retaliation.
On March 2026, LRTA launched the Whistleblowing and Integrity Program (WHIP). Since its establishment, and notably for the 2nd quarter of 2026, LRTA has not received any feedback, inquiry, or complaint through the platforms managed by the Fact-Finding Committee (FFC).
This outcome is more than the absence of complaints — it is a testament to LRTA’s strengthened culture of integrity, ethical leadership, and operational excellence. The zero-complaint record reflects the organization’s proactive governance measures, adherence to ethical standards, and its success in fostering a workplace environment where accountability and professionalism thrive.
By achieving this milestone, LRTA demonstrates that public office is indeed a public trust, and that its commitment to integrity is not just policy — it is practice.
