The Light Rail Transit Authority (LRTA) has formally issued its Guidelines on the Implementation of Energy Conservation Measures in compliance with Memorandum Circular No. 114, signed by the Office of the President on March 6, 2026. The directive requires all government agencies to adopt strict energy-saving protocols and reduce electricity and fuel consumption by 10–20 percent.
Under the newly approved guidelines, LRTA offices and divisions are directed to implement practical conservation measures, including:
- Lighting and Electronics: Turning off non-essential lights during lunch breaks and after office hours, maximizing natural daylight, and replacing fixtures with LED lighting.
- Ventilation and Cooling: Setting thermostats no lower than 24℃, limiting air-conditioning use to scheduled hours, and turning off units during breaks.
- Fuel Efficiency: Preventive vehicle maintenance, trip consolidation, optimized routes, minimizing idling, and adopting the “full-tank method” for fuel monitoring.
- Water Conservation: Immediate repair of leaks, use of water-efficient fixtures, and promoting water reuse and recycling practices.
Energy Conservation Officers and Safety Personnel are tasked to monitor compliance, while monthly electricity and fuel consumption reports will be submitted through the Department of Energy’s GEMP Online System.
The guidelines take effect immediately and form part of the national effort to cushion the impact of global fuel price volatility, reduce government energy footprint, and safeguard the environment.
