The Light Rail Transit Authority (LRTA) and the Governance Commission for Government-Owned or Controlled Corporations (GCG) held a Performance Target Conference (PTC) on 03 March 2026 at the GCG Office to finalize and sign the LRTA Performance Scorecard Targets for Calendar Year 2026.
The conference forms part of the Performance Evaluation System (PES) established under Republic Act No. 10149 and further enhanced through GCG Memorandum Circular 2024-01. This system evaluates the accomplishments of government-owned and controlled corporations based on agreed performance criteria, targets, and weights.


Through the Performance Scorecard, LRTA sets measurable goals to guide its operations and service delivery for the year. These include key performance indicators related to service reliability, safety, operational efficiency, and institutional management. The targets serve as benchmarks that are regularly monitored and evaluated by the GCG to help ensure continuous improvement in government transport services.
LRTA Administrator Atty. Hernando T. Cabrera and Deputy Administrator Paul Y. Chua, PhD, CESO III, led the LRTA Team during the conference, together with other key officials of LRTA. Representing the GCG were Chairperson Atty. Marius P. Corpus; Atty. Maricor E. Lacambacal, Director of the Corporate Governance Office B, and members of the GCG technical staff.
During the meeting, both agencies reviewed and finalized the performance targets that will guide the LRTA strategic and operational priorities for 2026.
Through this process, LRTA reaffirms its commitment to strengthening institutional performance, enhancing rail services, and ensuring the efficient delivery of safe and reliable public transportation for all.
