In line with the government commitment to uphold the rights and welfare of children, the Light Rail Transit Authority (LRTA) has formally created the Committee on Protection, Safety and Welfare of Children through Special Order No. 196, Series of 2025.

The committee is tasked with developing, recommending, overseeing, and monitoring the implementation of child-focused policies and programs within the LRTA and the LRT Lines 1 and 2 systems. It will spearhead initiatives to ensure the safety, security, and well-being of children in all LRTA premises, railway facilities, and nearby communities.

Chaired by Ma. Rosella O. Hugo, Division Manager A, the committee is composed of representatives from various LRTA divisions, bringing together expertise in operations, safety, legal, human resources, engineering, public relations, and finance.

Alongside the committee creation, LRTA has issued a Policy on the Protection, Safety, and Welfare of Children, which institutionalizes mechanisms to safeguard children from abuse, neglect, exploitation, and safety hazards in and around the railway transport system. This policy aligns with national laws, including the Special Protection of Children Against Abuse, Exploitation and Discrimination Act (RA 7610), and international instruments such as the United Nations Convention on the Rights of the Child.

Key Provisions of the Policy include:

• Zero tolerance for child abuse, neglect, and exploitation in all LRTA-managed areas.

• Mandatory child-safety assessments in all railway-related projects.

• Coordination with the DSWD, DOTr, DepEd, CWC, LGUs, NGOs, and other agencies for child protection programs.

• Establishment of child-friendly spaces, safety signages, and accessible help desks in stations.

• Mandatory child protection training for LRTA employees, contractors, and consultants.

• Regular safety inspections, awareness campaigns, and annual summits focused on child welfare in railway transport.

The LRTA believes that protecting children is a shared responsibility. Through this committee and policy, the Authority reaffirms its dedication to making the railway system a safe, inclusive, and welcoming space for all, especially the most vulnerable members of society.
