The Light Rail Transit Authority (LRTA) lauds the members of its Committee on Anti-Red Tape (CART) for their dedication and significant contributions to improving customer service excellence within the Authority.

During the flag-raising ceremony on January 12, 2026, CART officers and members were awarded Certificates of Commendation in recognition of their professionalism and commitment to leading key Anti-Red Tape initiatives.

This recognition follows LRTA’s acknowledgment by the Anti-Red Tape Authority (ARTA) for its 2025 National Ease of Doing Business Month Celebration Report.

 As part of the EODB Month activities, the LRTA-CART conducted a comprehensive inspection of the LRT Line 2 system to ensure compliance with ARTA standards and bolster efficient, transparent, and citizen-centered public service delivery.

The CART evaluated ten key areas of public service, including compliance with the Citizens’ Charter, processing times, professionalism of frontline personnel, functionality of the Public Assistance and Complaints Desk, efficiency of feedback mechanisms, queue management, facility accessibility, digital platform performance, visibility of EODB Month advocacy materials, and overall client experience.

LRTA CART also successfully complied with all requirements set by ARTA, including the submission of the Annual Regulatory Plan, participation in the Zero Backlog Program, adherence to the Citizens’ Charter and Certificate of Compliance, the creation of CART, the Agency Action Plan, the Client Satisfaction Measurement Report, the Whole-of-Government Initial Reengineering Plan, and the 3 Signatory Rule.
