The LRT Line 1 North Extension Project  
 
Brief Description of the Project
The Project involves the construction of a 5.71-km. elevated line seamlessly from Monumento Station of Line 1 to North Avenue Station of Line 3.  The scope of works include:
  • Civil and Architectural Works, including the construction of the three new stations (Balintawak, Roosevelt and North as well as improvements in Monumento Station, modification of pedestrian overpasses and the provision and installation of all the required elevators and escalators thereat.
  • Electromechanical Works (except rolling stock) shall have parameters which are the same as that of CAPEX II-A

Consultancy Services - Work Accomplished (May 1 to 31, 2008)
  1. The Financial Proposal for Package A2 was opened on May 2, 2008 and the evaluation Report for it was submitted to LRTA on May 7, 2008.
  2. The Pre-eligibility Conference for Package C (Revised) was held on May 7, 2008.
  3. On May 9, 2008 a presentation was made to LRTA on "Cost Changing Exogenous Factors".  This macro-type report was prepared by the Consultant to demonstrate that there were in fact compelling macro-economic factors that would justify the upward adjustment of the ABC for the specialists sub-systems, following the earlier second-failure of the bidding for Package C.
  4. On May 12, 2008, LRTA Board decided that Contracts could be executed for Packages A1 and B based on the findings presented in the Technical and Financial Reports for those packages.
  5. The issuance of NTP for civil works is scheduled for early June 2008
  6. On May 14, 2008, the eligibility submissions for PAckage C (Revised) were received from two interested bidders.  These were DMCI-First Balfour JV and A.M. Oreta.  On the examination of the documents discrepancies were found in both submissions.  The eligibility evaluation was suspended and the bidders were suitably advised.  The process was to be continued if acceptable request for reconsideration are received.
  7. The submission of eligibility documents by DMCI-First Balfour and A.M. Oreta on May 14, 2008 was declared a failure as the request for reconsideration by the bidders was denied.
  8. Following the failure of the eligibility process for Package C (Revised), a second invitation was issued on May 20, 2008 for a new eligibility.
  9. The eligibility documents were made available to prospective bidders until May 27, 2008.
  10. Four (4) prospective bidders procured the eligibility documents.  These were:
  • A.M. Oreta
  • Genials
  • MIESCOR
  • Comm Builders
  1. The Pre-eligibility Conference for the Package C (Revised) - second invitation, took place on May 28, 2008.
  2. Alternate procurement of specialized sub-systems is being studied.  Such sub-systems are:
  • Signaling
  • Telecommunications Systems
  • AFCS
  • Trackworks

The revised ABC for these specialized sub-systems is under preparation based on the macro-economic findings referred to above.

  1. It is noted that the award of the critical Trackworks sub-system must not be delayed beyond September 1, 2008.
  2. LRTA-Board Meeting was convened on MAy 30, 2008 to approve the ABC for the specialist sub-systems (Signaling, AFCS, Trackworks and Telecommunications).
  3. A presentation was made to the Board on "Cost Changing Exogenous Factors" similar to the one presented to LRTA on May 9, 2008.  The Board accepted the concept of the cost changing factors but required the Consultant to modify the multiplier-factors to reflect the bidding date (May/June 20080 and not May 2009 (middle of the contract duration), as shown in the said presentation.
  4. The approval of GPPB dated May 27, 2008 was received.  The alternate procurement for the specialist sub-systems, as proposed by LRTA/Consultant, was considered acceptable.
  5. The subsequent procurement schedule for the Package C (Revised) - rebidding, is as follows:

               July 28, 2008         -    Bid Evaluation (Finish)

               August 1, 2008      -    Open Financial Proposal/Notification for Negotiation

               August 14, 2008    -    Notice of Award/Contract Signing

               August 18, 2008    -    Issuance of Notice to Proceed

Important Issues
  1. Subsequent to the failure of the bidding for Package C, LRTA has requested GPPB for the waiver of the requirement of PCAB license for the procurement of specialized sub-systems, signaling, Telecommunications, AFCS and Track Works.  Such request has since been granted by GPPB.

Following the waiver by GPPB for the requirement of PCAB license for specialized   sub-systems, the alternate procurement procedures are being studied and the eligibility/bid documents are being suitably modified.

  1. A discussion is presently taking place between LRTA and SM Prime Holdings to Finalize the agreement for the construction of an additional station in front of the SM annex, between the Roosevelt and North Avenue Stations of the Line 1 North Extension Project.  Such station would be constructed at the cost of SM.

A suitable cost/benefit analysis is presently being financed by SM to establish the benefits that would accrue for LRTA should such an additional station be constructed.

In view of the fact that the proposed additional station would also serve Line 7, it has to be recognized that any agreement between LRTA and SM pertaining to the additional station would also have to include the proponents of the Line 7.
